Foreword

We have the privilege to publish the number 11 of the COST with the celebration of the 50th anniversary of Independence Day. On this occasion we have decided to publish for the first time a second issue in the same year. We are delighted to announce to our readers that from now on the COST will be issued twice a year. We took such a decision because we have noted a real interest in our journal amongst a scientific community. Indeed we have been facing lately a great demand for publication coming from authors belonging to national laboratories, lecturers or Phd students. Moreover the scientific boards of many universities are accepting our journal as a real reference for Phd thesis; this makes us feel at ease as it is a mark of confidence. As it has been said previously we aim at making this journal an international one, to that end we need to raise our standers, that is why we are being very demanding as far as the quality of the papers is concerned. Although we appreciate papers presenting simulation results using difference computer packages, we now put the emphasis much more on experimental work. We believe that the research work should be validated by real measurements and experimental procedures. This is why we are asking for more experimental work and results. We also encourage authors to write up their papers in English because as you know the COST is online and most of the bibliographic research is made using English keywords, that is especially true for technology.
We would like also to welcome in the COST all those who joined our scientific board lately as reviewers. Last but not least we want to express all our thanks to all members of the scientific board whose know how, expertise and high scientific skills have allowed the COST to be what it is today.
