Foreword

It is always a pleasure to issue a new number of the COST especially this year as we are celebrating its 10th anniversary. Indeed this happy event confirms once again the good health of our journal which has been on the run since 2002. The idea then, was to accompany researchers from our universities by offering them a media to publish their work in order to make it available to the scientific community. Ten years later we can note that what we ambitioned became a real success story . An increasingly higher number of authors are regularly submitting their papers to the COST which turn out to be of high scientific quality in most of the cases. Of course not all of them are accepted for publication, this decision belongs solely to our reviewers who are doing a great job by evaluating the papers free of charge. Yes, this journal is produced with very little means thanks to the amiability of colleagues who have the kindness to help us freely. Since the beginning we have been aiming at reaching international standards for our publication, we keep working towards this objective. Many national universities do accept papers from the COST as a prior condition to authorize the authors to defend Bhd theses. We wish to see other universities doing the same that, would be an encouraging mark for local scientific editions as it is well established that we are facing a shortage of such journals.
As we intend to go international, papers written in English would be appreciated although we are aware that this could be a difficult task for some authors. We also take this opportunity to invite researchers to present more experimental work as we are mostly dealing with technological subjects such as mechanical, electrical, civil engineering …etc, this approach will certainly give more consistency to the COST. Finally it is obvious that although a lot has been achieved through this last decade, we are conscious that at the end of the day a lot of work remains to be done.
